EKII subsidy for car purchases

In Latvia, Emission Allowance Auction Instrument (EKII) assistance is available for the purchase of electric vehicle, aimed to encourage people to choose greener transport. This government assistance mechanism provides co-financing for the purchase of new and used electric cars or externally rechargeable hybrid cars in order to reduce CO2 emissions and contribute to the achievement of climate targets.

To promote the reduction of greenhouse gas emissions (hereinafter – GHG emissions), support is provided for the introduction in Latvia of vehicles which, by design, use as their sole means of mechanical propulsion energy from electricity stored in the vehicle or in a propulsion energy storage device (hereinafter – electric vehicle), energy from hydrogen stored in the vehicle (hereinafter – hydrogen-powered vehicle), as well as vehicles which use energy from electricity stored in the vehicle or in a propulsion energy storage device for mechanical propulsion, but are also equipped with an internal combustion engine and have total GHG emissions of up to 50 g CO₂/km according to the weighted combined cycle of the Worldwide Harmonised Light Vehicles Test Procedure (hereinafter – plug-in hybrid vehicle).

The maximum permitted financial support intensity may not exceed 90% of the purchase cost of an electric vehicle, hydrogen-powered vehicle or plug-in hybrid vehicle and may not exceed the maximum support amounts specified in the table below for purchases made under the EKII programme.

Funding is available if an electric vehicle (new or used), hydrogen-powered vehicle (new or used) or plug-in hybrid vehicle (new) is purchased at a price of up to EUR 45,000* (excluding VAT) in its base configuration. For a vehicle with at least six seats, the maximum purchase price is EUR 60,000* (excluding VAT) in its base configuration.

* — for used electric vehicles and hydrogen-powered vehicles, the date of first registration must be no more than seven years prior to receiving the support, the mileage must not exceed 150,000 km, and the vehicle must have been registered in Latvia for no longer than 12 months.

** — for a vehicle equipped with at least five seats, if purchased by a natural individual who has three or more children in their care, including children in foster care or under guardianship, and adults under the age of 24 that undergo general, vocational, or higher education, or have been in national defence service for 11 months and have been awarded the Latvian Family of Honour certificate.

** — for a vehicle equipped with at least seven seats, if purchased by a natural individual who has three or more children in their care, including children in foster care or under guardianship, and adults under the age of 24 that undergo general, vocational, or higher education, or have been in national defence service for 11 months and have been awarded the Latvian Family of Honour certificate.

**** — this assistance can only be obtained in conjunction with another assistance activity and no later than 12 months after the issue of the certificate of destruction of the vehicle by the disposal company (list of disposal companies).
